Most commonly used to convey a sense of unexpected chagrin, with attendant bewilderment at the improbable machinations which have led to the event in question.
Another sense of the word attempts to express the idiotic glee and inexplicably transcendent and yet somehow poignant silliness of certain artist works, particular in popular music.
