a person who engages in the act of almost giving an answer to a question but never actually does. Usually resulting in frustration of the answer teasee.

Charlie had the answer to my very deep, emotion-laden questionon the tip of his tongue, but he decided to provoke me by responding with "Nothing." He is such an answer tease! Grrr...
