What is Antarctigonia?

The legendary sub-aquatic city once home to millions of Antarctigonians, but is inhabited by only hundreds now; this is largely due to de-evolution of the Antarctigonians to a standard homo sapien. Without their gill-like protrusions from their feet, they have to rely on modern technology to inhabit the city.
