What is Anytime Minutes Friend?

A friend who only answers your phone calls or only calls you when there anytime minutes have kicked in. I.E. Does not deem you important enough accept phone calls from you during their daytime minutes.
Wilkowski: Hey Rival, why dont we give Lammanna a call and see if he wants to go to Boomerzzz later.
Rival: Nah man you know he wont answer befor 1900...we are only his "anytime minutes friend".
