referring to a person who is incredibly stupid and probably either arrogant and/or obnoxious. An idiot, an arrogant moron.
Metaphor for idiocy with the literal meaning of someone who's brain has been eaten up or ate up.

Stupid or brazenly idiotic behavior or personality
