What is Attending A Nuisance Party?

A bullshit law/ticket made up for police to hand out to anybody that is at a party considered to be a "nuisance", primarily in college towns. It takes money from college students, who don't have money anyways, so that the police can meet their quota.
In Big Rapids, MI, over 75 people recieved an "attending a nuisance party" ticket at 409 Michigan. It cost $115!
