A person who exhibits and exudes French qualities and characteristics, e.g. not bathing for long periods of time, failing to remove body hair from the underarms and other regions, being a know-it-all and extremely intolerant of other people's opinions, and laying down like a frightened dog in the face of any physical conflict. A Balliet is also commonly referred to as a Frog.
