What is Bar Laugh?

A loud exclamation of "HA", at maximum volume, whilst drunk at a bar. This exclamation may be optionally followed by some "has" at less volume. Primarily this behaviour has been observed on the East Coast of the USA, in cities such as Philadelphia, New York, and Washington D.C..
Man I am wasted! Gimme another Yuengling! I know, let's day the bar laugh! HA!!!

I can't believe all the bar laughs I heard at that party. Were all the women drunk, or were they coming on to President Clinton?
