To hoist yourself up as an authority on a subject that you have no definable or communicable knowledge in.

This is not actually a new definition. The "there" in your definition needs to be "their" and could we please have the tech be of indeterminant gender so that it reads "His/her only response..." or "The tech's only response...?"

Otherwise, it's a valuable new word and definition.
