When all the toilets in a given bathroom have been defecated in without being flushed. One can omit urinals if this was done unintentionally. This usually happens when there is a problem with the functioning of the toilets or a group of people decide to be assholes.

I went into the bathroom, all I could smell was shit! I really had to go, I went into one stall and the shitter was already filled! I gagged and stumbled into another stall to realize it too had not been flushed. I went into the third and final stall and did my duty, but I noticed toilet paper on the flusher. I then chuckled and said bases loaded.
