Comes from the song "Respect" by Erasure (and covered by Weatus). They say "that you give me no" so unclearly, it sounds like "batchcuminale". A batchcuminale song, is a song with words you can't hear properly. A batchcuminale person would be someone who mumbles so much that you can never understand what they are saying. (Like the old guy in The Fast Show in the armchair.)
