What is Bellrat?

One person in a group of friend is defined as the Bellrat on special occasions, for doing something really stupid. They may be refered to as Captain Bellrat for the evening.
Becca : "argh, ive spilled my drink everywhere and fallen on my arse"
Bryony : "You, my friend, are Captain Bellrat"
