An individual so irritating, prententious, and/or ball-breaking that their bitchiness encapsulates the population of a whole metropolis. Made famous by millionare graphic designer Alex Wagner and close friend Jack White at the 2006 Grammys, referring to Madonna's horse face and whorish attitude problem.
