What is Bieser?

A person, usually handicapped of some sort, who whines until the point where all tasks involving physical or mental effort are performed by others on the behalf of the bieser.
Bieser: The grocery bag is too heavy, waah waah, my family will go hungry.
Random bystander: What is the matter?
Bieser: My family is starving and my muscle wasting disease prevents me from carrying it up the stairs
Random bystander: I'll help you, what apartment do you live on?
Bieser: 5C.
