Anyone who thinks that they are a "gangsta."
Usually a young white male who tries to pose as someone from the ghetto by dressing, speaking, or acting as a "gangsta."
Many scrawny young caucasian males fall into the catergory as billybs.
"That white boy down the block who is dreesed like a rapper is such a billyb!"
