What is Biscuit Thief?

A term used commonly around Chamberlain Halls, Southampton to describe someone so low and degraded they would steal a biscuit, of all things. The origional Biscuit Thief was Tom, but now is used to describe almost anyone who would stoop so low. Such a person should never be trusted.
