Boender is a dutch word, it means:
A person usually riding a scooter and yelling at people passing by. (preferably if he is in a group).
These individuals can be dangerous as they sometimes attack people at random (only when in groups).
They usually wear baseball caps and bomberjackets.
They can often be found hanging around outside.
You can use the word boender when you are talking about one.
