A drunkard, especially a sloppy one. This is a regional term that is used exclusively in Hudson County, NJ. The word may refer to the way a drunk walks, sort of "bomping" along unsteadily.
Pete is such a bompy. We watched him fall off his bike four times after he left the bar.
