What is Bong Tax?

When someone, such as a roommate or sibling, regularly uses your bong without you and you charge what is known as a bong tax. This entitles the owner of the bong to "charge" said roommate or sibling a pack of the bowl for his or her regular usage of said bong.
A clean bong is a healthy bong, and healthy bongs get bong taxes.
