What is Booger Brain?

Someone who is so stupid, or who seems to get more idiotic every day that you swear they pick out parts of their brain every time they pick their nose.
How can that booger brain not remember what I told her 5 seconds ago? She must have picked out part of her frontal lobe from her damn nose this time.
