What is Boots Junior?

Somewhat - but not entirely - lame, disappointing, or otherwise not good. Also used as an expression of mild disappointment or discontent.
A weaker form of "boots" (short for "bootsy").
Sally: "It turns out Round Table is closed, so we'll have to order Papa John's instead."
Kirk: "Boots junior."
