To be dumb, mentally inefficient. The term is derived from the composer, Elliot Del Borgo. The songs he writes are completely and utterly boring. Also could be compared to dumbass or dipshit. In other cases, the term could be used as put-to-sleep boring.

Shut the hell up, borgo. You are annoying and I no longer wish to spend time with your sorry ass.
