Someone who diliberately posts annoying chain bulletins on myspace, facebook, etc., despite other bulletins which plead for them to stop posting annoying bulletins.
"Dude, I told Lindsey that the love of her life would not call her if she reposted that bulletin, but she keeps being bulliberate. Its ticking me off."
