A person who always makes plans and always leaves you hanging. One who is full of shit and brags/lies about things he has and probably doesn't. Someone you can't count or depend on.
The other day A-Rod called me and said que tenia un par de jeba pa' lo do, when I called him to meet up me salio con un cuento, ese tipo si e bultero!
