Verb: To oscillate ones hands (fingers extended, palms facing inwards) between the owners body and the intended targets body, as if waving away the gaseous results of flatulance, and to release a wave of powerfully devastating street-fighter type energy at the same time the back of the hands are slapped into the body of the target.
