What is Captain Stuns'l?

Stuns'l is a term that goes back to the old sailing vessels of earth. On the main Mast of a sailing vessel is a small box shaped sail that serves no purpose. Nevertheless, it remains. It is called a studding sail and has outlived its purpose but remains. Star Fleet Cadets (if memory serves) came up with this name for people (such as Star Ship Captains) who serve some purpose unknown or unrealized. Hence the term...ptain Stuns'l for a no longer needed position in the chain of cammand.
