What is Carmen Willis Day?

-n.- A festival held annually on Feb. 8th to celebrate the legacy and life of said Carmen Willis. In a small village, the villagers would traditionally fill miniature cowboy hats with Picante Salsa and place them upon the head of their penis (similar to a bucket on a tree limb.)
