What is Carrotize?

The act of holding something above someone and not letting them have it. This could be anything from an actual carrot, to some information that you know and won't tell someone.
Person A: "I have something important to tell you."
Person B: "What is it? I would really like to know."
Person A: "I will tell you later."
Person A is performing the carrotize techinque on Person B.
