1. When a person is procrastinating on the initial plan of action.
2. When a person is giving a fraud exaggerations of allegations. (aka b.s.)
Person 1. "Yo man hurry up! We supposed to be at the club an 30 minutes ago..."
Person 2. "Hold on, I gotta get this hair straight."
Person 1. "Man quit cartoonin' with our set up! We should have been there already."
"Man I know you cartoonin'! How can you fix up a 1959 Chevy Nova when they wasn't even made til around late 60's or early 70's"
