What is Catwraggedy?

Tore up, busted in the face/teeth/body or just plain wraggedy as far as clothes, hair, etc. Anything can be catwraggedy or the shortened version, cat. To have terrible teeth, ugly shoes, stupid phrases or anything not appealing to anyone in they right mind
"Man, do you see that lime green and pink weave that broad is rocking?"
"Girl yes, I see her tracks and everything...that weave is catwraggedy!"
