What is Chagne?

A variation of "chump change" used in describing people of little or no social affluence and legitimacy. Sometimes interchangeable with "poser," but more specifically connotative of mild annoyance rather than loathsomeness.
"Hey, look at that chagne that bleached and spiked his hair but tucked in his shirt!"
"Look at that kid trying to do burnouts in his mom's Honda Odyssey"
