A person with a severe facial dermatological affliction, such as cystic acne. This can be a natural acne, hives or welting caused by a disease or chemical reaction, such as drug use.

The etymology comes from the shotgun blast Harry Whittington took in the face from a gun wielded by American Vice President Dick Cheney in February of 2006
