What is Chilly Bon Bon?

An xclamatory remark originating from the North of England, specifically Lancashire. Used to describe the fact that it's cold, but usually said upon first noticing the cold, not normally a general comment, but an exclamation with regard to the low temperature.
Be 'eck, it's a bit chilly bon bon tonight!
