What is Chimmy?

Anti-socially indecisive people who consciously ignore the impact of their inability to make and stand by decisions. They usually appear completely unaware of anyone around them and the impact of their actions. Chimmies usually feel self-righteous about their right to take as much damned time as they want to weigh their feelings regardless of the impact on others. Their impact is to slow down activities, and introduce chaotic downstream reactions to their lack of larger social responsibility.
Slow drivers in the left lane, people who stand in the climbing side of the escalator are chimmies. People who make waiters stand by their table as they select their dinner, and then change their mind but take no responsibility for their errors are chimmies.
