What is Chin Burner?

A blunt that is rolled that either (a) does not have enough weed in it or (b) has been slobbered on too much so that when you go to take a hit it droops down towards your chin.
Guy 1: Check out this fatty I rolled, take a hit.
Guy 2: fatty? you licked it so much and didnt dry it....it looks like a banana
