This action is normally an inside joke amongst friends. Chin raising happens when you disaprove of something someone has said who may be right next to you but you do not wish for them to know how you feel, but you want your friends closeby to know.
"Hey did you hear Nicole cheated on her husband with the guy who lives above her Oh really, well she deserves a chin raise!"
