Originally comes from a rope-skipping song called "Ching Chong China Man", about a Chinese person who was apparently a milk farmer that didn't know how to milk a cow.
To go back futher, as near as I can tell, the "ching chong" part is a spelled representation of the mispronunciation of China's westernmost province Xinjiang (pronounced 'SHEEN-jyang', rhymes with - you guessed it - ching chong), and it also takes liberties on the way certain Chinese dialects sound to the English ear when spoken.
