What is Chippity?

A feeling of intense frustration toward a potentially stupid or idiotic situation arising from complete ignorance. Also can be used to describe anything in a sarcastic tone when one disagrees with it. See
For example, (This traffic is pissing me off! It's CHIPPITY!!) i.e. (This song is chippity!) (Rednecks are chippity.) (Waiting 20 minutes for "fast food" is CHIPPITY.) (Someone driving with their turn signal on for miles is the essence of "chippity".)
