Doing a very big line or rail of cocaine. Usually in a public place, like a bathroom. Can also be done sticking a straw into a bag of Cocaine and taking a big sniff.
As soon as Mr. Rockwell saw Mr. Merryweather come out of the bathroom with the sniffles, he knew he had just done a chirrp.
