What is Cho Guy?

A "cool guy" in a shitty souped up car such as a Pontiac Sunfinre or Chevy Cavalier. Possibly with bucket seats, usually standard transmission. As the left hand is on the steering wheel with the arm partially hiding the face.
This cho guy rolled up on us.
