What is Chop On You?

Something that is said when catching someone in the act of making a mistake. This can be accompanied by "chopping" their neck with the palm of the hand facing upwards and rotation of the wrist.
I totally just saw you trip and knock that guy over. That's a chop on you! (insert hand motion)
