one who is obese or chubby, and looks like a mongaloid or "looks" like they have down syndrome. any person who eats puffy and or hot cheetos in excess. easily identified by dumb look on their face ALL THE TIME or orange or red fingers.
KID 1: That damn chubtard down the street keeps eating my kittens.
KID 2: how can you tell?
