What is Clevon?

Inspired by the movie "Idiocracy". A person of VERY low intelligence who is allowed to reproduce because government ordered sterilization is not in effect yet.
Clevon and Bob are lucky to be alive. They attempted to jump jet skis from a lake into a swimming pool and impaled their crotches on an iron gate. But thanks to advances in stem cell research they should regain full reproductive function again.
