In 2007, a group of students at U of Michigan stumbled upon a whiteboard drawing of a turkey, similar to ones you drew in the second grade by tracing your hand. This turkey was a trace of someone's cock and balls, altered to resemble a turkey. And so the legend was born.
Floyde Bayiha is a cockturkey.
Honestly, I've come to the conclusion that everyone involved in giving parking tickes are a bunch of cockturkeys.
