One who cannot or will not commit to anyone in any given relationship, although they make sounds to the contrary. It is what happens when the player tries to "settle down" and moves into serial monogamy.
Bill told Sandra she is "the one" for her birthday, again. He's done that 7 of the last 9 years they have been together but never pops the question; he's such a commitmentphobe.
