What is Confibulatory?

A nonsense word that can be used as a discriptive word to make another think higher of the speakers intellect. Originally concived by B. Morrison, useful in all it's variations: Confibulation, confibulate, etc.
I just find the president's speach to be, oh what's the world, far to confibulatory.
