What is Cousin Lymon?

A character from the short story, Ballad of the Sad Cafe, Lymon is physically challenged in that he is a hunchback and has personality disorders. He's also a bastard. Calling someone a "cousin lymon" insinuates that someone is a)retarded
b)disliked by you or c)a freak.
