What is Cyberhooliganism?

Computer network related mischief such as defacing websites or releasing a virus or worm, without causing serious disruptions to the general population, widespread panic nor terror.
It's base and despicable, and it causes real damage, but it's cyberhooliganism, not cyberterrorism.--Bruce Schneier
