What is Dandy Scum?

A shady person that lives in Dandenong, one of Melbourne’s less desirable suburbs to be in. They most likely live in a government funded youth hostel or on some poor bastards couch. They are poorly educated yet seem to think they are all knowing. Do not let them into your home as they may pawn your belongings so they can buy drugs.
