Doing something merely because you can, not because you are qualified. Comes from the joke, "Why does a dog lick his balls? Because he can."
A famous actor who starts a band, but isn't very good, but keeps going and gets gigs, etc, is dog ballin. "Joe Blow isn't very good - he's just up there dog ballin'."
